The Content With Purpose Framework

Six layers. One system. Content that builds real trust.

In our experience with hundreds of clients, we’ve discovered that most “content problems” are actually clarity problems in disguise. When you dig, you almost always find something unclear or missing in the strategic layers underneath. And we know all about each of those layers, because we’ve investigated, clarified, and documented every single one.

The Content With Purpose framework is our proprietary six-layer system for building content strategy from the ground up: starting with who you are and what you stand for, moving through your goals, your audience, your messaging, your plan, and finally the systems that make it all run consistently. Each layer strengthens the one above it.

Developed by Shannon Emmerson through over 20 years of content marketing practice, and further refined across hundreds of client engagements, this framework forms the foundation for everything Forge & Spark does. https://contentwithpurpose.com/

Layer 1 — Foundation

Know yourself — as a brand, a business, a person.
Your purpose, vision, mission, values, and a plain-language account of what you offer. Your foundation isn’t always what you talk about, but it underpins everything you communicate. People feel it, even when it’s invisible. Authentic marketing starts here, and not in your content calendar.

Layer 2 — Strategic Clarity

Know what your content needs to accomplish.
Your Content Marketing Mission and the OKRs that keep your content accountable to real business outcomes. This is where you decide you’re not putting out content for content’s sake, but rather crafting communication that moves the business forward.

Layer 3 — Audience Alignment

Know who you’re talking to, and what they need from you.
Detailed personas tied to your objectives: pain points, what they want to gain, the jobs they’re trying to get done, and where they spend their time. This layer also introduces the Feel / Believe / Know.

Layer 4 — Messaging

Document what you need to say, and name where you’ll keep saying it.
Your core brand message, positioning, point of view, voice and tone guidelines — all documented in a framework your whole team can draw from. This is also where you name your Story Pillars: the recurring territories where you’ll keep showing up, telling stories, and building trust over time.

Layer 5 — Content Flow & Planning

Turn your messaging into a story system that moves your audience forward.
Story Pillars built out into themes, a full Feel / Believe / Know journey mapped to your personas, a channel plan, and a 90-day content calendar weighted by what your business most urgently needs. This is where strategy becomes something you can actually hand to a team.

Layer 6 — Execution & Measurement

Make your strategy a living practice, not a document in a folder.
Team roles, workflows, tools, AI guidelines, and the reporting rhythms that make everything you’ve built in Layers 1 through 5 actually run, day to day. This is where a content strategy becomes a content program: something your team can execute consistently, measure honestly, and improve on a real cadence.

HOW WE USE THE FRAMEWORK IN OUR WORK:

In the Strategic Roadmap

The three phases of our Strategic Roadmap move through all six layers sequentially — from Foundation and Strategic Clarity in Phase 1, through Audience and Messaging in Phase 2, to Content Flow and Execution in Phase 3. By the end, you have a complete strategic foundation and real content ready to publish.

In a Content Partnership

The framework doesn’t end at the Roadmap. Every month of a Content Partnership is guided by the same six layers, returning to your foundation when something feels off, sharpening messaging as your audience evolves, and refining the system as you learn what works.

Each month, we provide reporting and analysis against every tracked goal so you always know whether your content is doing what it’s supposed to do, and what to adjust when it isn’t.

Each year, we revisit the Roadmap together: refreshing the audit, fine-tuning personas, and resetting goals and targets to reflect where the business is now. Strategy isn’t a document you complete once. It’s a practice you maintain, and always improve.

Content With Purpose is the definitive guide to the framework — written by Shannon Emmerson for founders, marketing leaders, and content teams who want their communication to reflect what they actually believe.

The second edition includes updated frameworks, expanded guidance on OKRs and thought leadership, and a new chapter on execution and measurement for purpose-driven content teams.
